Timeline to Start of Construction

With the decision made to proceed with the Stanton Renewal as a Public Private Partnership, the Department of Public Works and Services has begun the process of searching for a Private Partner to manage the construction process. Summarized below are the steps in this process and estimated time frames.



Request for Qualifications Issued

The GNWT Department of Public Works and Services prepares a detailed list of the qualifications required of the Private Partner who will take on responsibility for construction and funding of the construction. In a Public Private Partnership arrangement, the Private Partner assumes all costs and risks associated with the construction until the newly renovated areas of the facility are completed and turned over to the GNWT.

Hospital construction is very complex and requires a high level of sophistication in knowledge, skill, and organizational management. Experience in the development of hospitals is essential.

Qualification Submissions Received

Submissions will be evaluated based on pre-established criteria.

Names of Qualified Proponents Who Will Receive the Request for Proposal

The names of the proponents who have been short listed will be announced. Only those who have been evaluated as qualified will receive a Request for Proposal.

Request for Proposal Issued

The Request for Proposal is an extremely detailed document. It must provide sufficient information about the project to enable the proponents to prepare a feasible proposal on how they intend to achieve the objectives. The Stanton Renewal project is particularly complex because Stanton will remain operational throughout the construction period. How proponents approach this requirement will be an important consideration.

Adequate time must be allowed for preparation of the proposals, which are expected to demonstrate best practices and innovation.

Proposal Submissions Received

The names of companies who submit proposals will be announced.

 Early Spring
 2015

Name of Preferred Proponent

Several months are needed to properly evaluate the proposals submitted. Additional information or in-person discussions may be necessary to thoroughly understand and assess the numerous aspects of the project.

 Summer 2015

Executed Agreement

Once a preferred proponent is identified, a comprehensive contract is drafted. This draft must be reviewed by multiple parties to ensure its completeness and accuracy.

 Fall 2015

Design Development Begins

The Private Partner is expected to begin work shortly after the final agreement is signed. The first step towards construction is the preparation of detailed plans. This “Design Development” phase takes the conceptual design and adds the details needed to complete the blue prints. This includes things like where electrical outlets will be located, the type of sinks, doors and windows that will be in each area, the type and colour of flooring, etc.
