Legislative Assembly Approves Appropriation Act

Minister of Finance Michael Miltenberger tabled the Capital Main Estimates at the Legislative Assembly on October 17th, 2013. The Capital Plan was approved, and the first year of funding granted by way of Commissioner’s Assent of Bill 30, Appropriation Act (Infrastructure Expenditures), 2014-2015 on November 1, 2013.

The Stanton Renewal Initiative is included in the Capital Plan. This means the complex planning required and the determination of a procurement method will continue.

There are two main methods of procurement, but each involves numerous options. The government can contract and pay directly for design and construction, or can enter into a Public Private Partnership (P3) agreement that includes funding for the project and is paid back over an extended time period. The total cost of projects is not included in the Capital Plan and is not made public until after contracts are awarded. (Also see Estimating Costs and Budgeting for Capital Projects and Reasons for Confidentiality in Capital Planning.)

Both the direct contract award and the P3 option are being examined for the Stanton initiative. A final recommendation is expected in early 2014.
